The useful question isn't hours — it's direction. Consuming and creating both happen on screens; only one leaves the child with something they made.

An hour of scrolling and an hour of building in Blender both count as 'screen time' — and have almost nothing else in common. One drains attention; the other trains it. Households that track the consuming/creating ratio, rather than raw hours, argue less and steer better.
